A decision-making body presided by the Rector of the university, and which decides on the strategic lines of the centre. It is constituted by members of the university itself, of the Provincial Council of Bizkaia, the Basque Government, the association of partner companies of the project, the Biscay Scientific and Technological Park and the SPRI.

The basic functions of the Board of Directors are:

• To define the strategy of the Centre and to approve its Strategic Plan for the better fulfillment of its goals.
• To approve the annual Budget of the Centre and its explanatory Report.
• To approve the investment Plan and any possible deviations.
• To approve the Activity Report of the previous year, as well as the income and expenses budget settlement and to carry out the corresponding accounting.
• To approve the adhesion of new entities to this Agreement.
• To approve the rules of operation of the Centre and the rules of use of the facilities.
