Fee exemptions and reductions

Students wishing to apply for fee exemptions or reductions must be eligible as of the beginning of the academic year and are required to submit documentation proving their eligibility. Students who have requested accreditation of their eligibility but have not received confirmation by said date may submit a certified photocopy of their application for accreditation or renewal.

Applicants must also submit a certificate of enrolment in the municipal register (certificado de vecindad administrativa o certificado de empadronamiento), which is to include all individuals residing at their address as of 1 January 2023.

All documentation must be submitted before 31 December 2023.

No exceptions or reductions will apply to the Student Insurance premium, which all students under the age of 28 are required to pay. The Student Insurance premium must be paid along with the first instalment of the enrolment fee.

1. Students who come from a certified large family are eligible for exemption from or a reduction in fees, providing they have official large family status under the terms specified in Act 40/2003 of 18 November on the Protection of Large Families.
2. Specific conditions
   • a) Students from families classified as 'special large families' are exempt from fees. The 'special large family' category includes all families with five or more children and families with four children of which at least three are the result of multiple births, adoptions or permanent or pre-adoption fostering.
   • b) Students from families classified as 'general large families' are granted a 50% reduction in fees The 'general large family' category includes any large family not included the in the 'special' category.
3. Documents to be provided: official certificate issued by the Provincial Council or competent authority attesting to the family's status as a large family, including the category under which the family is classified; and a certificate of enrolment in the municipal register (certificado de vecindad administrativa / certificado de empadronamiento).

1. Victims of terrorism and their family members who are recognised as such under the terms of Decree 290/2010 of 9 November, which develops the comprehensive aid system for victims of terrorism, are eligible for the exemptions and reductions outlined in this Order.
2. For the purposes of the stated exemption, the term family member of a victim of terrorism is understood to refer to the victim's spouse or spousal equivalent, their children or any other individuals over whom the victim has legal guardianship.
3. Those who have been forced to reside outside the Autonomous Region of the Basque Country due to circumstances linked exclusively to their condition as victims of terrorism are also eligible for the reductions and exemptions outlined in this Order.
4. Specific conditions: the exemption is governed by article 26 of Decree 290/2010 of 9 November.
5. Documents to be provided: Valid certificate accrediting the individual's enrolment in the Aid Programme for Victims of Terrorism (Programa de Ayudas a las Víctimas de Terrorismo) and administrative or collective certificate of enrolment in the municipal register (certificado de vecindad administrativa / certificado de empadronamiento): if the victim is the applicant, administrative or individual certificate of enrolment in the municipal register (certificado de vecindad administrativa / empadronamiento individual); if they are a relative, administrative or collective certificate of enrolment in the municipal register (certificado de vecindad administrativa / empadronamiento colectivo)

1. In order for a family with a member living with a disability to be eligible for the exemptions and reductions outlined in this Order, said family must be in one of the following two situations: the university student him or herself must have a degree of disability equal to or over 33%, or one of their direct family members must have a degree of disability equal to or over 65%. Direct family member is understood to mean a spouse or spousal equivalent, parent, child, sibling or any another individual over whom the family has legal guardianship under the terms of Act 3/2005 of 18 February on the Care and Protection of Children and Adolescents, providing they are enrolled on the municipal register as a resident of the same household.
2. Specific conditions: those meeting the conditions outlined above are exempt from fees.
3. Documents to be provided: Valid certificate accrediting the individual's degree of disability issued by the Provincial Council or competent authority, and administrative or collective certificate of enrolment in the municipal register (certificado de vecindad administrativa / empadronamiento colectivo): if the person with a disability is the applicant, an individual certificate of enrolment is required (certificado de vecindad administrativa individual); if they are a relative, an administrative or collective certificate of enrolment is required (certificado de vecindad administrativa / empadronamiento colectivo).

1. Victims of gender violence, defined as such as by Decree 29/2011 of 1 March on the coordination mechanisms for the care and protection of gender violence victims in the General Administration of the Autonomous Region of the Basque Country, and any children under the age of 25 living in their household under their care, are eligible for the exemptions and reductions outlined in this Article.
2. Specific conditions: those meeting the conditions outlined above are exempt from fees.
3. Documents to be provided: if the victim is the applicant, individual or administrative certificate of enrolment in the municipal register (certificado de vecindad administrativa /de empadronamiento individual); if they are a relative, administrative or collective  certificate of enrolment in the municipal register (certificado de vecindad administrativa / empadronamiento colectivo). In both cases, this must be accompanied by one of the following:
   • Court order declaring the condition of victim of gender violence in force (the period for which it remains in effect is that established therein).
   • A valid protective order granted to the victim.
   • If the protective order is pending, a statement from the public prosecutor's office certifying that there is evidence that the applicant is a victim of gender violence.

1. Asylum applicants whose application has been admitted to processing, beneficiaries of international protection and stateless persons, may obtain the exemption from public prices regulated in this Order provided that they do not have a university degree of the same level.
2. Specific conditions: exemption from public prices for university academic services.
3. Documents to be provided: red asylum applicant card in force and certificate of enrolment in the municipal register (certificado de vecindad administrativa / certificado de empadronamiento).

1. In order to benefit from the fee exemptions and reductions governed by this Order, applicants must be eligible from the start of the academic year and must provide all the documents required for each case. Students who have requested accreditation of their eligibility but have not received confirmation by said date may submit a certified photocopy of their application for accreditation or renewal.
2. In the cases outlined in this Order, applicants must also submit a certificate of enrolment in the municipal register (certificado de vecindad administrativa / certificado de empadronamiento), which is to include all individuals residing at their address as of 1 January 2023.
3. All documentation must be submitted before 31 December 2023.
4. Failure to provide the required documents before the specified deadline will result in the automatic cancellation of the benefits granted, and applicants will be obliged to pay the full public prices for the university services from which they have requested an exemption or reduction.
