Abstract: This study aims to analyse the structural characteristics of the media and cultural industry system in the Basque Autonomous Community and the Autonomous Community of Navarre, offer an accurate portrayal of their present-day situation and lay the foundations for regular (in principle, biannual) future updates and expansions of the original work. The main objective is, therefore, the creation of an accurate and useful data collection and processing methodology, and the generation of a database of the Cultural Industry and Telecommunication sector in the Basque Country and Navarre. This database should be based on standardized and homogeneous criteria so that it enables the addition of new data, their intra- and inter-sectorial and/or –spatial comparison and the analysis of their temporal evolution. We are mainly interested in the quantitative and economic data of the market, production, financing, employment and business structure, as well as in the qualitative information related, initially, to the communication and cultural regulation and policies.
