WelcomeAs the 8th Joint Conference on
Information Sciences (JCIS 2005) opens and brings together researchers and scientists from all over the world, I'm honored to extend, on behalf of the Steering Committee and Organizing Committee, a sincere welcome to all
of you to the beautiful state of Utah, and thank you for exploring the areas of your interests in a very productive, comprehensive and inspiring way. Following the historic path of JCIS, we have witnessed the progress
and expansion of this unique platform, which provides a forum for the sharing and discussion of diverse ideas and views of high quality research. The 2005 conference includes 15 tracks and more than 450 papers. We will
hear from 11 keynote speakers including Drs. James Albus, National Institute of Standards and Technology; C.A. Coello Coello, CINVESTAV, Mexico; Borko Fuhrt, Florida Atlantic University; Ulrich Goesele, Max Planck

Research Centre, Belgium; and I. Burhan Turksen, University of Toronto, Canada. At this scope and level, JCIS 2005 would have not been possible without the contributions and hard work of many individuals. I'd like to
thank Dr. Paul Wang, Dr. Donald Hung, and Ms. Anna Menzies for their tireless efforts and superb contributions. The track chairs and their organizing committees have done excellent jobs in reviewing, selecting and
assembling papers to guarantee the high quality of the conferences. Our new web team has greatly enhanced the image of JCIS and provided strong technical support to the conferences. Many thanks should also go to the
