COMPETENCES:

The basic competences that should be acquired with this subject are adequate knowledge of:

- The methodological foundations of structuring planning, based on the reality of current planning.

- Classical thinking and theories about the city, from a contemporary perspective and from the architectural discipline, which will be completed by references from other disciplines that are also involved in urban planning.

- The processes of development and execution of urban planning, conditioned by urban, and land legislation

- Reflection on the challenges of the contemporary city.

COURSE PROGRAMME

In order to develop the objectives and the above competencies, this course is composed both by theoretical lectures and practical workshop sessions.



Theory programme:

1 - STRUCTURAL PLANNING. DEFINITION AND LEGAL CONCEPTS. SCALE AND HIERARCHY IN URBAN AND TERRITORIAL PLANNING

2: URBAN GROWTH AND ITS SUSTAINABILITY PROBLEMS.

3: CLASSIFICATION AND QUALIFICATION OF LAND. GENERAL SYSTEMS AND PARAMETERS

4: URBAN LAND AND DEVELOPABLE LAND. QUALIFICATION AND ORGANIZATIONAL AREAS AND SECTORS. NON-URBANIZABLE LAND; ITS QUALIFICATION AND PROTECTION

5: URBAN FUNCTIONS: ECONOMIC ACTIVITY, HOUSING, MOBILITY AND EQUIPMENT

6: INCOME AND VALUE OF LAND. PROPERTY AND URBAN VALUES. ECONOMIC ANALYSIS AND URBAN ASSESSMENTS.

7: GENERAL PLAN: CONTENTS, MANAGEMENT, PROCEDURES AND PROCESSING. DEVELOPMENT, AND MONITORING OF THE GENERAL PLAN.



Exams will evaluate theoretical knowledge. In addition, based on the contents that will be explained in class, students will develop theoretical work on a specific topic. At the same time, students will perform some individual, short-lasting exercise, related to the contents explained in the theoretical classes.



Practice programme:

Theory lectures and practical sessions are closely linked: The training concept is based on theoretical issues related to practical exercises. The area of planning and project exercises to be carried out will be the municipality, as well as the continuous urban areas that are spread over two or three neighbouring municipalities. According to this criterion, a practical exercise will be carried out during the course to develop the following contents:

- Field gathering of information and analysis of the specifications of current spatial planning tools. This is followed by initial studies to explain the territorial, environmental and heritage characteristics of the work area.

- Implementation of a basic structural planning proposal for the municipality and / or the continuous urban area, which will also develop detailed planning of one of its areas.



While doing the main practical work, some additional exercises can also be done, aimed at training the students in the implementation processes of the plan.

The theoretical programme will be developed individually. The practical programme will be performed preferably individually, but the teacher can propose to develop one of the two tasks, or both, in groups.



MethodologyToggle Navigation

1st METHODOLOGY: Theoretical Lessons

Theoretical lectures that provide in addition the necessary fundamentals for the comprehension of practical exercises, also including oral presentations, case studies and debate sessions.

2nd METHODOLOGY: Workshop Sessions

Regular workshop sessions in which students will be involved in transferring theoretical concepts towards the development of practical exercises. They include both individual and group work.

3rd METHODOLOGY: Visits and excursions

If necessary, students will go on a guided visit to the site together with the professor.

4th METHODOLOGY: Learning outside the classroom

The students themselves delve into the contents of the subject.

5th METHODOLOGY: Tutorial sessions

The aim of tutorial sessions is the review of the submitted work as a complement of the regular lectures. Tutorial sessions may be either in group or individual.



NON-PRESENTIAL TEACHING

If face-to-face teaching must be stopped due to a health emergency or similar reasons, it will be conducted virtually through the BlackBoard Collaborate platform in eGela. If this happens, the teacher will inform the students of what has happened and what needs to be done, through the eGela forum, by email, or through any another notification.

ASSESSMENT OF THE SUBJECT

The practical work carried out by the students will be subject to continuous evaluation and will be carried out through partial submissions. The final mark will depend on all the submissions.

In addition, exams and theoretical exercises will be carried out and the evaluation of the course will be conditioned by both the practical and the theoretical parts.

NON PRESENTIAL TEACHING

In the event of an interruption of face-to-face teaching, due to a health emergency or by similar causes, the evaluation will be adapted as specified in the “assessment systems” section.

CONTINUOUS EVALUATION DECLINING OPTION:

Students provenly unable to follow the continuous evaluation course, by justified cause, will have the right to take a final evaluation. This final evaluation will consist in the delivery of the practical exercise work and an extra written exercise. The above situation must be notified to the teacher within the first 9 weeks of the course.

ORDINARY EXAM CALL: GUIDELINES & DECLINING TO SIT (`not presented´):

Should a student prefer to be granted a not presented mark after having submitted only part of the course exercises, he or she must notify this choice to the teacher by e-mail not later than one week prior to the final examination date.
