Along with the main general goal of understanding the quantitative and qualitative change of scale that Territorial Planning (TP) entails, the following six more specific objectives are established for this subject:

1. Show competence in the basic concepts of historical TP practice, before becoming a scientific and technical discipline in the 20th century.

2. Show knowledge in the reasons that motivated the appearance of TP as a scientific-technical discipline, related to the problems of the first metropolises or large cities, along with the first concepts that guided it.

3. Show knowledge in the European Union’s approach to TP and its evolution, reflected in a special way in the European Charter on Regional Planning (1983), European Spatial Development Perspective ESDP (1999) and the Territorial Agenda of the European Union 2020 (2011).

4. To learn about the Basque Government’s approach to TP and its evolution, reflected especially in the TP of the Basque Autonomous Community (1990), the Land-Use Planning documents-DOT (1997 and 2019), the Partial Territorial Plans-PTP and the Sectorial Territorial Plans-PTS.

5. Show competence in environmental protection basis, especially referred to the Basque Autonomous Community, and in the context of TP.

6. Demonstrate competence in the landscape notion within TP, especially into the European Union through the European Landscape Convention (2000) and in the Basque Autonomous Community through the Decree on Protection, Management and Planning of the Landscape (2014).

A. Theoretical content

The theoretical content of the subject will be taught in five sessions whose program will be as follows:

1. Historical practice of Territorial Planning

2. Territorial planning in the first half of the 20th century. Creation of a scientific discipline

3. Europe. Territorial strategy, foundations and guidelines

4. Territorial Planning Guidelines of the Basque Autonomous Community

5. Environment and Landscape protection within the TP

B. Practical content

Practical work will consist of proposing the urban and territorial bases for the local development of a region in the Basque Country, according to the regional planning instrument that will be specified in class (Special Plan...).

MethodologyToggle Navigation

The course will combine theoretical lessons, practical academic sessions and tutorial sessions during office hours. If necessary, students will go on a guided visit to the site together with the teacher.

As for the theoretical lessons, five lectures have been planned for the 2020-2021 academic year. These sessions provide the essential theory foundations of the subject. These classes are complemented by some 3 sessions of exposition and debate, including oral presentations, analysis of case studies and discussion of readings.

Regarding regular workshop sessions, there will be 7 days to work and correct the group project. These sessions are the follow-up of the evolution of the practical work from its fist drafts until its final presentation.

Regarding teaching outside the classroom, students will deepen what they learn in class through reading and analysing various specialized texts selected and recommended by the teacher.

The aim of tutorial sessions is the extraordinary review of the submitted work, providing personalized explanations of the grades obtained, and also orientation for future exercises. They are not intended for ordinary corrections, unless these could not been completed during class hours.

NON-PRESENTIAL TEACHING

When face-to-face teaching is suspended, teaching will be held via BlackBoard Collaborate videoconferencing tool, included in eGela platform.

Previously, teachers will inform students about this change via eGela, the virtual classroom of the subject.

Assessment systemsToggle Navigation

The evaluation of “Urbanism VII. Territorial Planning and Environmental Protection” is final, although students will also have and intermediate mark after the first submission of the practical work, in the middle of the semester.

The subject will be evaluated based on the practical works, in whose developments students will have to show sufficient knowledge (theoretical and applied) of the concepts presented in the classroom and the compulsory reading materials.

The work to be carried out will have a double component: individual and group and both of them will be evaluated. For the collective part, the final result, the overall quality of the project, coordination, cooperation and understanding of the project goals will be evaluated. The individual component will be evaluated based on the proven contribution of each of the team members to the group work. Each of these aspects will represent 40% of the final grade. The remaining 20% of the grade will be obtained through the presentation and oral defense of the group project.

NON-PRESENTIAL EVALUATION

If attendance to University is suspended, for example in case of health emergency, the assessment test will be carried out by virtual means, such as BlackBoard Collaborate or eGela.
