Professor of Economic History and Institutions. Graduate in Geography and History (1986) and Ph. D. Thesis (1990) by the UPV/EHU with honorary awards, and Ramón Carande prize of the AEHE (1987). Visiting Research Fellow at the London School of Economics (1995), Visiting Scholar at the Universidad de Barcelona (1997), Universidad de los Andes (2009) and the Institute for Strategy and Competitivenes of the Harvard Busines School (2010/2011).

Head of the Department of Economic History and Institutions of the UPV/EH between 2013 and 2020. He has served as President of the International Maritime Economic History Association (2008-2012) and the Asociación Española de Historia Económica (2015).

Principal Investigator of several research projects funded by public and private organizations. He currently leads the Research Group (A) Cliobasque, funded by the Basque Government, and a Research Project (A) of the Spanish Plan of R&D&i. He holds a positive evaluation of five research periods by the Spanish Ministry of Education (CNEAI), from 1987 to 2016. Author of 68 scientific articles, 20 books and 51 book chapters published by national and international journals and publishers (Critica, Alianza, Marcial Pons, Routledge, Springer, Palgrave...). His current research lines are focused on the process of path dependence and change in the strategies, public policies, institutions and organizations of old industrial regions and in the economic resilience of sectors and regions.
