Professor of Constitutional Law at the University of the Basque Country since 1996.
He is the author of nine monographs; director or co-director of eight collective works; and author of more than 150 articles in scientific journals and book chapters in collective works of Spain, Mexico, Argentina, Peru, France, Portugal and Italy. He has participated in numerous research projects as a member of the team, and as a principal investigator in two of them.
He is a regular contributor to EL CORREO (Vocento group) since 2008, where he has published several hundred articles, and occasionally collaborates with EL PAIS and Keys of Practical Reason.
He is a member of the Editorial Board of the Journal of Political Studies (CEPC) and the Journal of Political Law (UNED), and the Advisory Board of the Basque Journal of Public Administration and the Ibero-American Journal of Constitutional Procedural Law.
He has made research stays and given lectures at the Universities of Lisbon, Bologna, Palermo, and Rome tre. He has also carried out investigative stays in the Constitutional Council of France and in the Constitutional Court of Portugal.
He was a member of the Working Group on the Reform of the Constitution (CEPC-Council of State) during the VIII Legislature.
