Bachelor Degree in Economics (1991) from the UPV/EHU and PhD in Economics (2000) from the State University of New York at Stony Brook, USA. Instructor since 2000: University of Alicante (2001-2003), Autonomous University of Barcelona (2004) and UPV/EHU. Vice-Dean of International Relations and Mobility (2017-2019).
He is the head of BiRTE research group (group A of the Basque Government). He has participated in 20 research projects. He has directed or co-directed 2 doctoral theses (both international and 1 extraordinary doctoral award). He has visited the Complutense University of Madrid and the University of Osaka (Japan).
He is author and co-author of 24 scientific articles in journals on the JCR list, 23 scientific articles in journals of other non-JCR lists, 3 books and 4 book chapters. He has participated as a speaker in more than 30 international congresses. He has 2 sexennia recognized by the CNEAI. His lines of research focus on the economics of regulation and competition, energy markets.
