That means everybody minus children, sick people in hospital, offenders in prison, madmen in asylums, bandits wanted by the police, lazybones who stayed in bed, people with no arms who can't hold a ballot paper and foreigners like my father, my mother and Donatien, who have the right to live and work here, but not to express their opinion, which has to remain where they come from.
