The Doctoral Programme in Marine Environment and Resources (MER) was originally started at the suggestion of the oceanography and fisheries research sector, which needed qualified doctors, and it has since established a name for itself, thanks to its abundant, top-class scientific output, the internationalisation of its activities, and the mobility of its doctoral students, with a high number of European (or international) doctoral theses. It aims to train doctors who can carry out integrated, multidisciplinary research into the marine environment, marine resources and their interaction (ocean health, biodiversity, resource exploitation, contamination control and the management of coastal zones).

The MER Doctoral Programme comes under a framework of actions that includes the research being carried out at the Plentzia Marine Station (PiE-UPV/EHU) and the Erasmus Mundus postgraduate programmes in the field of marine sciences (MER+ EMJMD; IMBRsea). Institutions such as the IEO [Spanish Institute of Oceanography], AZTI and the bc3 [Basque Centre for Climate Change] all collaborate with the programme, as do the Universities of Bordeaux and Pau, with which students can prepare co-supervised theses.
