EUROPAGUNE – The Fundamental Rights and the European Union Research Group focuses on the recognition and protection of fundamental rights within the framework of European Union Law. This work requires operating within a two-level system: on one hand, it analyses the activities of European Union institutions and bodies; on the other, it examines the applicability of this Law at the national level, without overlooking potential relations with other global actors. Who are we?
The group was formally established in 2007 and has since been recognized as a Consolidated Research Group for four consecutive periods (2007-2012, 2013-2018, 2019-2021, and 2022-2025) — GIC Level A within the Basque University System. Currently, the team consists of 19 members from the UPV/EHU, along with 12 researchers from other national and international centers.

Lines of Research
The EUROPAGUNE Research Group focuses on the protection of fundamental rights within the European Union (EU) framework, specifically highlighting its activities in the following research lines:
- European integration and fundamental rights: Multilevel protection of rights and common constitutional traditions.
- Judicial protection of fundamental rights in the EU: Jurisdictional structure and interaction in the EU; from fundamental rights to effective judicial protection; and procedural guarantees.
- Protection of rights in the Area of Freedom, Security, and Justice (AFSJ): With a special focus on civil and criminal judicial cooperation, police cooperation, and data protection.
- Protection of fundamental rights in a social and sustainable EU: Emphasizing the importance of territorial and urban sustainability within the EU framework.
- Monetary and economic union: European taxation and fundamental rights.
