Graduate (1982) and Doctor (1990) in Contemporary History in the University of the Basque Country, he is professor of this subject in the Faculty of Letters, where he has been teaching since 1986. He was vice-rector of the campus in Alava between 1997 and 2004. He has also been Member of Parliament and Vice Minister of Culture of the Basque Government (2009-2012).

He has directed the research group Viopol (Mineco 2014), dedicated to the study of political violence and its mechanisms of legitimation from history and publishing. He is Principal Investigator of group A of the Basque university system IT-1227 19 Nationalisation, State and political violence. Social dimension, discourses and practices (XIX-XXI centuries). He has directed five doctoral theses and participated in more than twenty research projects. He is researcher and co-founder of the Valentín de Foronda Institute of Social History. He is also Principal Investigator of the project History and memory of terrorism in the Basque Country.

He has published fifteen books until 2019, edited another twenty, seventy-five book chapters and twenty-five scientific articles, as well as participating in different national and international congresses. He has five six-year terms research experience recognised by the CNEAI. His lines of research began with social history and, after following urban history and political history, in recent years he have focused on issues of political violence and political cultures.
