BSc in Economics at the UPV-EHU (1990) and PhD in Environmental Economics at the University of York (2000). His teaching task has focused on Microeconomics, Macroeconomics and Economics of the Environment and Natural Resources, both at the undergraduate and at the graduate levels. He is the author of numerous specialized articles in the areas of environmental economics and economic development, energy economics and climate change and the management of natural resources. He has been granted three six-year periods of research activity with positive evaluation by the Spanish Agency for the Assessment of Research Activity: 1999-2004, 2006-2011 and 2012-2017. He has also participated in various competitive research projects at regional, state and European level. He is currently the principal investigator of the GIROAZ research group and Director of the LOW CARBON PROGRAM, a joint research program between the Institute of Public Economics and the Basque Center for Climate Change. He has directed several doctoral theses (two completed and two in preparation). Between 2005-2009 he was Director of Scientific Policy of the Basque Government and he is currently Vice-Dean of International Relations and Mobility of the Faculty of Economics and Business-Sarriko of the UPV/EHU.
