Full Professor of Applied Economics (1990), she graduated in Economics (1982) at the UPV/EHU, and she holds a M.Sc. in Regional and Urban Planning (1983) and a Ph.D. in Economics (1987) (London School of Economics). She has been Visiting Student at the University of California, Berkeley.
She began her activity at the UPV/EHU in 1987. He has taught the following courses: Spanish Economy, Regional and Urban Planning, Introduction to Economics, and Urban Economics. She has also taught in various Postgraduate, Master and Doctorate courses (UPV/EHU and other universities). She has been Director of the University Specialist Degree (UPV/EHU) in Territorial Planning and Management. She has supervised four Ph.D. Theses.
Her main areas of expertise are urban and regional economics and housing and land markets and policies. She has published several books, chapters of books and articles, both in national and international journals and editorials. She has participated in national and international research projects (as member and PI). She has also widely cooperated with different administrations, private companies and consultancy firms.
She has also hold different management university positions: Vice Dean of Faculty, Department Director, General Secretary of the University, Chair of the Statutes Committee, as well as the Basque Government: Vice-Minister of the Education, Universities and Research Department (1999-2012).
