Spanish professor of criminal law, author of seventeen books and more than one hundred scientific articles, specialist in socio-economic, environmental, anti-administration, European criminal law and criminal principles and guarantees.

In 1986 he graduated in Law with Honors at the University of Deusto. After his postgraduate studies at the University of Freiburg, he received his PhD cum laude from the UPV / EHU. Later, he would obtain a degree in Criminology.

He has worked as an advisor to the Spanish Agency for International Cooperation and the United States Agency for Development, acting as an expert in the ANECA, in the AEI, the ANEP, he has been part of the Commission of Legal Sciences of CNEAI and is permanent evaluator of several specialized magazines. He has five research six-year terms, six five-year teaching periods and seven autonomous complements (A2).

He has participated as a visiting professor in various national and international meetings and visited as a researcher universities such as Munich, Frankfurt, Berkeley, New York, Buffalo, FIU, Paris I, Paris II, Firenze, Trento or Buenos Aires.

Between 1995 and 2000 he acted as magistrate in the Provincial Court of Bizkaia. And between 2009 and 2014 he was a responsible lawyer (of counsel) for the criminal divisionof a prestigious law firm.

Currently he is teaching at the Faculty of Law, of which he is Vice-Dean and Coordinator of his Section in Bizkaia.

He is a member of the consolidated GICCAS research group
